  1. In a heavy stockpot over medium heat, melt the butter, and whisk in 4 tablespoons of flour. Continue whisking for 1-2 minutes
  2. Stir in the water or broth, and bring to a boil
  3. Whisk the remaining 1 teaspoon of flour into the milk, and pour that mixture into the pot
  4. Simmer, uncovered, for 5 minutes
  5. Add in the lettuce, vinegar, sugar, dill, salt, and pepper
  6. Raise heat to medium-high, and bring the soup to a boil
  7. Turn the heat off
  8. Taste, and adjust seasoning with more salt or pepper
  9. Serve hot, garnished with extra dill
